Heating Assistance Program

Resolution

Adopted  August 2008

Whereas, the Board of Selectmen for the Town of Turner Maine recognizes a community need for Heating Assistance, they seek to create a municipally managed Heating Assistance Program.

It is also recognized that the rising price of fuel is causing many households to struggle with meeting this very basic necessity. The Town’s program will focus on meeting the needs of households not eligible for federal or state funding programs currently in place.

As a guide, the Town will use federal poverty levels to determine eligibility and will not serve a household receiving more than 200% of that level and will not duplicate grants made to applicants during any given heating season.

The program application will model the general assistance application in that proof of income and expenses will be required. The Administrator for this program shall be the Town Manager. As with the General Assistance Program, the Town will coordinate the delivery of fuel and pay vendors directly.

Proposed Funding: Funding for this effort will be exclusively by donations as allowed under Town Meeting vote.

Now therefore, the Board of Selectmen for the Town of Turner, Maine agrees to the above.

Donations can be made payable to: Town of Turner, 11 Turner Center Road, Turner, ME 04282
