SPECIFICATIONS FOR GRASS AREA MAINTENANCE

 

1)  The Town of Turner requested bids for the maintenance of grassed areas as listed below and in accordance with the following specifications for the 2010 season.  Sealed bids shall be received until 11:00 am, Thursday, April 15, 2010, at which time they will be publicly opened and read aloud.  We expect to award this work no later than April 19, 2010.

 

2)  By submitting a bid in accordance with these specifications, and/or upon invitation to bid, the bidder specifically agrees that the Town of Turner shall have the right to accept or reject any and all bids for any reason, whenever the Municipal Officers, in their sole discretion, deem it in the best interest of the Town of Turner.

 

3)  The season shall consists of the period from April 20, 2010 to October 20, 2010, or as areas require mowing.  We expect the start time in the spring to include clean up of each cemetery site raking and debris removal as may be required.  The ballfields on Cobb Road and at BQMC will require special attention throughout the mowing season to allow for a reasonable playing field for practices and games and shall be coordinated with Turner Athletic Association. A copy of the playing schedule will be provided. The Town requests that flags supplied by the Town be placed on approximately 30 Veterans graves and two monuments before Memorial Day.

 

4)  The following areas shall be maintained under this contract throughout the season:  Map of specific locations available upon request.

 

            CEMETERIES:

            1.  Conant Family – Conant  Road beyond the Seaplane Base

            2.  Wood StreetWood Street south end

3.  Hunter – Wilson Hill Road Sign reads “Olde French Cemetery

4.  West Turner – Off the East Hebron Road

            5.  General Turner Hill – General Turner Hill Road

            6.  Harlow Family – Auburn Road

            7.  Bear Pond – Bear Pond Road

 

            OTHER MUNICIPAL SITES:

            1.  Triangles  at Intersections

(a)Turner Center Road (Rte 117) & Upper Street;

(b) Allen Road and East Hebron Road;

(c) Bean Street and Bear Pond Road;

(d) Mancine Road and Buckfield Road,

(e) Island at Auburn Road and Turner Center Road,

(f) Island at Auburn Road and Main Street (south end of Main St)

(g) Fish Street on to North Parish Road - Bamboo located on the north side cut when needed.

5) Work shall consist of preseason raking and cleaning each area as needed, mowing, trimming, raking, as necessary throughout the season and removal of all brush. Cemetery tree growth within the grave areas to be kept cleared (non cultivated). Grass areas shall be maintained in a neat appearance at all times (less than three (3) inches tall and no lower than one (1) inch).

 

6)  The payments shall be prorated monthly over the length of the contract, upon satisfactory completion of the required work with six equal payments May 20 through October 20.

 

7)  The successful BIDDER specifically agrees that he/she shall be an independent contractor and not an employee of the Town, for the purpose of completing the requested work herein described, and that the BIDDER shall be fully responsible for all labor, equipment, and supplies to accomplish the scope of work.  The successful BIDDER shall provide a certificate of insurance covering workers compensation and liability coverage naming the Town of Turner as Additional Insured, before commencing work.

 

8.  Additional request for work by the Town shall be authorized in writing by the Town Manager and subject to additional compensation as negotiated at the time of request.

 

9.  Each BIDDER shall review each of the locations to reasonably submit a bid covering all the sites and the associated work.

 

 

ADDITIONAL BID REQUEST: LANDFILL

 

The Town of Turner is also interested in receiving a BID for a one time seasonal mowing of the “old Landfill Site” at the Turner Transfer Station.  This area shall be reviewed by each bidder and shall be mowed after August 20, 2009 and before October 1, 2009. Bid Price shall be for all labor, equipment and supplies and the BIDDER agrees that he/she shall be an independent contractor and not an employee of the Town for the purpose of completing the work herein. This bid may be awarded in conjunction with the other mowing bid or as a separate bid, and will be awarded as the Turner Board of Selectmen deem in the best interest of the Town of Turner.
